Recently, the list of winners of the 2026 Hunan provincial industrial cluster competition was announced. Among the 20 winning spots across the province, Changsha secured seven seats.

The seven clusters span seven tracks. Three are advanced manufacturing clusters, including intelligent environmental protection equipment, carbon-based materials, and intelligent sensors. Four are characteristic industrial clusters of small and medium-sized enterprises (SMEs), which are intelligent industrial control components, precision molds, Hunan-style leisure foods and Hunan cuisine ingredients, and mining machinery.

The recognition of advanced manufacturing clusters is based not only on economic scale but also on the independent controllability of the industrial chain, the support of innovation platforms, and regional influence and driving capacity. Notably, Changsha's intelligent environmental protection equipment and carbon-based material clusters were only "preliminary winners" a year ago. They have now advanced from cultivation targets to officially recognized provincial advanced manufacturing clusters, together with the intelligent sensor cluster.

Intelligent environmental protection equipment has long been a traditional advantage sector for Changsha, gathering 251 enterprises. In the first quarter of this year, its total output value reached 14.23 billion CNY, and the annual output value is expected to exceed 60 billion CNY. The carbon-based material cluster has 92 enterprises, and the sales volume of three main products—carbon/carbon composite aviation brake pairs, artificial graphite, and pitch-based carbon fiber—ranks among the top three nationally. The intelligent sensor cluster has gathered 172 enterprises and is the only full-industrial-chain sensor cluster in the province.

The SME characteristic industrial clusters are also full of highlights. Around intelligent industrial control components, the Wangcheng Economic and Technological Development Zone has formed a complete chain of "upstream components—midstream controllers and system integration—downstream intelligent terminals." In 2025, the total output value of the precision mold cluster in Changsha County reached 7.810 billion CNY, making it the "precision foundation" for the manufacturing industry in central part of China. The leisure foods and Hunan cuisine ingredients cluster in Liuyang City gathered 126 enterprises, with a total output value of 12.492 billion CNY in 2025. The mining machinery cluster in Ningxiang transformed from "bulky and crude" to green and intelligent, possessing over 200 invention patents and participating in the formulation of 25 national and industry standards.

A relevant official from the Changsha Municipal Bureau of Industry and Information Technology introduced that Changsha has built a gradient cultivation system for industrial clusters at the "world-class—national—provincial" levels. These seven provincial-level clusters have all been incorporated into the gradient cultivation system. The next step is to promote these clusters to leap to higher levels.
