Senior Mozambican Official Visits Changsha to Deepen Hunan-Africa Cooperation

On the afternoon of June 11, Mondlane Isaias Elislo, former permanent secretary of Mozambique's Ministry of Foreign Affairs and chairman of the National Ocean Management Committee, led a delegation to the China-Africa Economic and Trade Headquarters Base in Changsha, aiming to discuss new opportunities for two-way investment and industrial collaboration.

The delegation visited the Permanent Exhibition Hall of the China-Africa Economic and Trade Expo, the Changsha Office of Mozambique-based Anjie Co., Ltd., and the China-Africa Economic and Trade Headquarters Base, gaining a comprehensive understanding of Changsha's trade layout with Africa, industrial supporting facilities, and platform operation achievements.

During the on-site inspection, the delegation received detailed briefings on project planning, business layout, and service system development, highly commending Hunan's solid achievements in deepening China-Africa economic and trade cooperation. They expressed high recognition of the China-Africa Economic and Trade Headquarters Base's distinctive operational model which integrates industry and commerce, empowers the entire supply chain, and fosters ecosystem clustering. The operational model is designed, constructed, and operated by China Construction Fifth Engineering Bureau. The delegates affirmed the model's high-quality construction, operation, and service standards.

Subsequently, the two sides held a dedicated symposium, reviewing the long-standing friendly cooperation between China and Mozambique. With a focus on four core sectors—agricultural development, mineral resources, clean energy, and infrastructure construction—they engaged in in-depth discussions on practical approaches for two-way investment, project implementation, and resource connectivity.The Mozambican side noted that Mozambique's business environment is being steadily improved, with ongoing efforts to enhance policies supporting foreign investment, streamline communication channels between the government and enterprises, and strengthen support services for business operations. Mozambique fully supports enterprises from Hunan and across China in investing and expanding their businesses there, expanding into overseas markets, and promoting regular, institutionalized, and deeper exchanges between the two regions.

Leveraging the advantages of the joint construction of the Belt and Road Initiative, the mechanism of the Forum on China-Africa Cooperation, and the policy dividends of zero-tariff treatment for Africa, Hunan has continued to elevate its inland opening-up, establishing it as a core gateway and key hub linking China's domestic market to Africa.The visit of this senior Mozambican official highlighted the growing momentum of Hunan-Africa economic and trade engagement and the deepening trust between governments and businesses. This marked a new phase in Yuhua District's opening-up and cooperation with Africa, as well as its targeted country-specific cooperation.

As a key benchmark project at the provincial, municipal, and district levels, the China-Africa Economic and Trade Headquarters Base is jointly developed by Yuhua State-owned Assets Management Group and China Construction Fifth Engineering Bureau. Located in the Gaoqiao core area of the Hunan Pilot Free Trade Zone, the headquarters base covers a total construction area of approximately 83,000 square meters. It integrates high-end headquarters offices, foreign business spaces, a star-rated hotel, and supporting commercial facilities, serving as the core component for the third phase of the demonstration park.The office space sales of the China-Africa project successfully topped the office product sales rankings in Changsha's nine districts and counties for the first quarter of 2026. Additionally, the project has established key industrial platforms such as the Hunan Comprehensive Overseas Service Port, building an integrated support system covering policy consulting, cross-border finance, cross-border legal services, international logistics, and talent services. The project has continued to position itself as the "first stop for Hunan enterprises going global" and the "first window for foreign investment and resources entering Hunan," providing comprehensive support for Hunan-Africa trade, two-way investment, and industrial incubation.

This official visit has further established a bridge for efficient and precise government-business communication between Changsha and Mozambique, laying a solid foundation for subsequent project implementation, resource alignment, and bilateral cooperation with specific countries.Moving forward, the China-Africa Economic and Trade Headquarters Base will continue to leverage the strengths of its national-level platform, persistently optimize international business environment, improve full-chain industrial services, attract high-quality international entities, and enhance bilateral cooperation with specific countries. It will support Hunan in building a new hub for reform and opening-up in inland regions, and fully promote the high-quality development of China-Africa economic and trade cooperation.
