Hunan has moved a pivotal step forward in advancing multimodal transportation development, aiming to reduce hidden costs and make the logistics environment more stable, efficient, and predictable.

The Department of Transportation of Hunan Province recently issued the Implementation Plan of Hunan Province for Strengthening Foundations, Addressing Shortcomings, and Enhancing Development of Multimodal Transportation Service. The plan focuses on four major areas—global opening up, critical supplies, advanced manufacturing, and regional collaboration, giving priority to developing 20 pivot multimodal transport routes.

Hunan will build a dense, global logistics network centered on open-oriented industries. Priority will be placed on developing the Changsha-Zhuzhou-Xiangtan (CZT)–Global "Air-Land Combined Transport" dedicated line, the CZT–Eurasia "China-Europe/Central Asia" high-end equipment international combined transport dedicated line, the Huaihua–ASEAN international land port cross-border dedicated railway line, the "Hunan-Guangdong-Africa" rail-sea intermodal transport international corridor, and the Yueyang Chenglingji–Global "River-Sea Direct Transport" intermodal transport line for automobiles and parts.

Hunan will vigorously promote large-scale "road-to-rail, road-to-water" shifts and "bulk-to-container" conversion for the transport of energy, grain, and bulk mineral materials. Priorities will include developing the Haolebaoji-Ji'an Railway "North to South Coal Diversion" rail-water intermodal transport line; the Yueyang riverside petrochemicals and energy "pipeline + water-rail" multimodal transport line; the "North to South Grain Transport" water-rail intermodal transport bulk-to-container dedicated line; the imported iron ore "water-rail combined transport" supply guarantee line; and, the southern Hunan "non-ferrous metals and new materials" deep processing and combined transport line.

Five pivot lines for supply chain will be prioritized, precisely aligning with Hunan's advanced manufacturing: the CZT "new energy and batteries" safe combined transport line; the Zhuzhou "rail transit equipment" global supply chain dedicated line; the central Hunan "high-quality steel" road-to-rail/water outbound line; the southern Hunan "heavy equipment" oversized cargo combined transport line; and, the Hengyang "salt and brine chemicals, and new materials" rail-sea line.

To deepen cross-provincial cooperation and regional linkage, Hunan will place emphasis on constructing the "Hunan-Hainan Cooperation" bonded processing combined transport dedicated line; the western/southern Hunan–Guangdong-Hong Kong-Macao Greater Bay Area/Yangtze River Delta "specialty fresh products and pre-made dishes" road-rail cold-chain transport line; the Hunan-Jiangxi border fireworks and special materials safe combined transport dedicated line; the Dongting Lake area "forest-pulp-paper supply chain" water-rail complementary line; and, the Dongting Lake area agricultural and sideline products "inland river cargo consolidation + water-rail" combined transport line.

The Department of Transportation of Hunan Province noted that multimodal transport routes with development potential, strategic value, and the capacity to support emerging industries will be duly incorporated into the priority scope for cultivation and support, based on the province's industrial layout and evolving demand.
