Recently, an annual summary meeting of Hunan's Logistics Industry, also the Digital and Intelligent Logistics and Supply Chain Innovation Development Conference, was convened in Changsha.
The conference revealed that, in 2025, the province's total social logistics volume reached 16.3 trillion CNY, an increase of 33.1% compared with the end of the 13th Five-Year Plan period. The total revenue of the logistics industry stood at 507 billion CNY, with an average annual growth rate of 5.2% during the 14th Five-Year Plan period (2021-2025). The ratio of total social logistics costs to GDP fell to 13.8%, 0.1 percentage point lower than the national average, marking the 11th consecutive annual decline since 2015.
Every 0.1 percentage point reduction in logistics costs reflects billions of CNY in savings for the real economy. Hunan is shifting from "scale expansion" to "efficiency-driven" growth, by virtue of pursuing structural cost reduction through multimodal transport services, such as road-rail and road-water intermodal transport, and leveraging the scale advantage that the number of A-Class logistics enterprises ranks ninth nationwide. Huaihua has become one of the "13+2" key nodes along the New Western Land-Sea Corridor, while Changsha–Zhuzhou–Xiangtan area, Yueyang, Huaihua, and Chenzhou have been approved as a national comprehensive circulation pivot city. Hunan is enhancing its logistics hub capacity as an inland hub of reform and opening up.
The conference announced that the Hunan Federation of Logistics and Purchasing(HNFLP) is currently drafting the "15th Five-Year Plan of Hunan Province on Modern Logistics Development" which will focus on infrastructure, multimodal transport, and computing power services, to build Hunan's logistics network from three dimensions: promoting the physical connection and network integration of logistics infrastructure; achieving seamless connections and capacity optimization for multimodal transport services; and, building a "computing power service network" based on smart logistics big data.
At the same time, Hunan is developing an "AI + logistics + supply chain" innovation ecosystem, accelerating the construction of a low‑altitude logistics system, and systematically advancing Changsha–Zhuzhou–Xiangtan logistics integration, to precisely respond to the national strategy that including the "logistics network" into one of the "six major networks."
At the conference, HNFLP reached strategic cooperation agreements with BYD, Neolix, and the Hunan Transportation Science Research Institute, jointly boosting last‑mile delivery by new‑energy trucks, drones, and unmanned vehicles from pilot projects to large‑scale applications.
