Changsha City released a work plan for promoting the development of industrial chains on March 16, 2026. The plan identified 11 key industrial chains of artificial intelligence, advanced computing, new materials, new energy, aerospace and BeiDou, construction machinery and intelligent equipment, audio-visual equipment, intelligent construction, biomedicine and medical devices, modern services, and modern seed industry and food. The move will once again "update" the city's strategic layout.

Since pioneering the "chain chief system" nationwide in 2017, Changsha's industrial chain development has consistently adhered to the principle of "dynamic adjustment and targeted alignment." The number of industrial chains has evolved from the initial 22 to 17 in 2023, and has now been optimized and consolidated into 11.

After years of dedicated development, Changsha has achieved remarkable results in industrial chain development:- Bringing together more than 60% of the enterprises above designated size in Changsha, over 70% of output value from such enterprises, and more than 80% of provincial and municipal innovation platforms, serving as the strongest pillar of Changsha's economy.- Cultivating six major manufacturing industries, each with an annual output value exceeding 100 billion yuan, including construction machinery and advanced energy storage.- Being home to three national advanced manufacturing clusters in such fields as construction machinery and new-generation independent secure computing system, and three national SME characteristic industrial clusters such as CNC grinding machines.- The construction machinery industrial cluster has been designated as one of three pilot models for world-class advanced manufacturing clusters.
