On January 8, Chen Bozhang, deputy secretary of the CPC Changsha Municipal Committee and acting mayor of Changsha City, deliberated the government work report and reviewed the draft outline of Changsha's 15th Five-Year Plan (2026–2030) with deputies from Yuelu District and Changsha County attending the Sixth Session of the 16th Changsha Municipal People's Congress.

Also present were Zhou Jian, deputy secretary of the CPC Changsha Municipal Committee, secretary of the CPC Working Committee of the Hunan Xiangjiang New Area (Changsha High-Tech Industrial Development Zone), and secretary of the CPC Yuelu District Committee; Luo Zuanji, director of the Standing Committee of the Changsha Municipal People's Congress; Tan Yong, deputy director of the Financial and Economic Affairs Committee of the Hunan Provincial People's Congress; Li Ping, deputy director of the Standing Committee of the Changsha Municipal People's Congress; Li Lixin, president of the Changsha Intermediate People's Court; Miao Chenguang, secretary-general of the Standing Committee of the Changsha Municipal People's Congress; and, Xu Fan, secretary-general of the Changsha Municipal People's Government.

Deputies unanimously described the government work report and the draft outline of Changsha's 15th Five-Year Plan as strategically visionary, thoughtfully crafted, and precisely targeted. They noted that the documents are inspiring and encouraging as they offer a comprehensive and objective review of past accomplishments, scientifically chart a development blueprint for the next five years, and make practical and concrete arrangements for 2026.
