The launch ceremony of the Daze Lake International Talent Community in Wangcheng District, Changsha and the Changsha International Talent Community Development Promotion Conference were held on January 5.

Upon entering the Daze Lake International Talent Community, one can see the first phase of the Overseas Returnee Town R&D Center, where a cluster of listed company headquarters, national-level "little giant" enterprises, high-tech firms, and enterprises engaging in future-oriented industries have gathered, including the Hunan Yongshan Lithium Industry Co., Ltd., PCI Technology Group Co., Ltd., and Hunan Chaoneng Robot Technology Co., Ltd. The 500-square-meter one-stop service hall features seven bilingual service counters and translation machine supporting 32 languages, providing international talents and enterprises with various government services, including entry-exit procedures, talent accreditation, and market taxation. The community is positioned as a high-level international talent service hub, with a focus on advantageous sectors such as quantum technology, smart terminals, and life sciences.

Changsha is advancing in an integrated manner the construction of a global R&D center, a youth-friendly city, and a national-level platform for attracting and gathering talents. The city is now home to over 3,800 R&D institutions and more than 12,000 sci-tech-focused small and medium-sized enterprises. Its talent retention index ranks 9th nationally and first in Central China. For six consecutive years, the city has been listed among "The Most Attractive Chinese Cities in the Eyes of Foreign Talents."

Changsha is piloting the building of exemplary communities that meet international standards and showcase distinctive Hunan characteristics in key areas such as Daze Lake, Yanghu Lake, and Free Trade Valley (Mopan Island). At the conference, Changsha released the construction guidelines for international talent communities, clarifying that the construction of these communities will follow a core philosophy characterized by "industry-first, demand-oriented, and integrated circles." The guidelines proposed to build a "five-minute community core circle" and a "15-minute international life circle," aiming to create a high-level international talent cluster that aligns precisely with urban development and talent needs.

Foreign members of the Chinese Academy of Engineering; academicians of the Canadian Academy of Engineering; Shi Caijun, chief professor of the College of Civil Engineering at Hunan University; and, Stefan Auernig, chief operating officer of Hunan Deutz Power Co., Ltd., took the stage in turn to share their personal experiences of developing in Changsha, offering suggestions to further enhance the city's talent ecosystem.

On that day, a "Charming Changsha" channel was officially launched on the China International Service Platform, China's only national-level, all-English comprehensive platform for international professionals. The channel will serve as an online service center for foreign talents in Changsha. Through dedicated sections showcasing the city's urban landscape, providing authoritative policy interpretations, sharing daily-life information, and facilitating job-market matchmaking, the channel aims to encourage more professionals to choose Changsha, build their careers, and shape the future.
