Changsha Economic Development Zone Ranks 6th Nationwide in Ease of Doing Business

The 21st Century Economic Research Institute released its 2025 report on the high-quality development of national economic development zones on December 16. Among the top 10 national economic development zones recognized for outstanding performance in ease of doing business, the Changsha Economic and Technological Development Zone ranked first in central China and sixth nationwide.

The report studied 20 national economic development zones, which were among the top 15 in comprehensive development assessments by the Ministry of Commerce from 2021 to 2024. An index system that comprehensively evaluates the zones' ease of doing business has been developed. The system comprises indexes for infrastructure, social services, market capacity, soft environment, green development, business costs, and other aspects. Additionally, the progress, achievements, and typical cases of high-quality development in these zones have been sorted out. According to the report, the Changsha Economic and Technological Development Zone's leading position in ease of doing business in central China is primarily attributed to its high scores in sub-indicators such as market capacity, infrastructure, soft environment, and business costs.
