Recently, the Ministry of Finance and the Ministry of Commerce have designated 50 cities nationwide as pilot cities for new consumption formats, models, and scenarios. Changsha is among the pilot cities and will receive financial support from the central government.

In accordance with relevant requirements, the Ministry of Commerce and the Ministry of Finance recently organized a competitive review of 75 cities recommended by provinces (autonomous regions, municipalities directly under the central government, and cities specifically designated in the State plan). Fifty cities made the list of pilot cities for new consumption formats, models, and scenarios, including four municipalities—Beijing, Tianjin, Shanghai, and Chongqing; five cities specifically designated in the State plan, such as Dalian and Ningbo; and 41 other cities, including Changsha, Hangzhou, and Chengdu. The central government will provide financial subsidies to these pilot cities. During the implementation period, mega-cities and cities XL will receive a total subsidy of 400 million CNY each, metropolises will receive 300 million CNY each, and other cities will receive 200 million CNY each.

"In recent years, Changsha has consistently prioritized boosting consumption, focusing on policies, activities, scenarios and other aspects to foster new consumption growth drivers and stimulate new momentum for economic growth," said a person in charge of the Changsha Municipal Bureau of Commerce.

The city has pioneered a "1+3" industrial service model for new consumption. More than 3,000 consumption promotion activities have been organized over the past three years with fiscal expenditure exceeding 500 million CNY. These events drove consumption worth over 50 billion CNY.

The city has innovated its "debut economy" development model, attracting over 700 first stores since 2021, with international brands accounting for more than 35%.

Changsha has aimed to establish itself as a national hub for new consumption. The city incubated 143 new consumption brands, achieving a total output value exceeding 150 billion yuan and attracting nearly 75 billion CNY in investment, firmly placing it at the forefront of new consumption cities nationwide.

Changsha has further raised its profile as a night-time economy. It established the country's first nighttime economy service center and successfully held four editions of the China (Changsha) Night-time Economy Development Forum. It has been listed among China's top 10 cities with the most influential night economies for three consecutive years.

Changsha has set an example for the integration of commerce, tourism, culture, and sports. The city has consistently ranked among the top 10 most popular holiday destinations nationwide, and has been included in the first batch of national demonstration cities for culture and tourism consumption. Revenue from cultural and entertainment performances has exceeded 30 billion CNY. The Malanshan Video Cultural and Creative Industrial Park has achieved an annual revenue of over 160 billion CNY. The city has been designated a "UNESCO Creative City of Media Arts."
