Under the scheme, the customs authorities of Changsha, Shenzhen and Hong Kong cooperate to facilitate automatic and rapid inspection and release of goods at ports through mutual assistance in law enforcement, mutual sharing of information and the use of technologies such as satellite-based real-time tracking and direct electronic linkages at checkpoints. In recent years, the Hunan Branch of China Post Group Co., Ltd., in collaboration with the Changsha Airport Economic Demonstration Zone, customs, and port authorities, has enabled one-stop customs clearance for three categories of businesses: international mail, international express, and cross-border e-commerce. They have innovatively established the SELS fast customs clearance channel between Changsha and Hong Kong, which has improved the clearance efficiency of inbound and outbound parcels. The daily processing capacity has increased from 50,000 to 300,000 parcels, effectively reducing the overall operational costs for cross-border e-commerce enterprises.Statistics show that the Changsha International Mail Exchange Bureau handled over 3.44 million inbound and outbound mail, express, and cross-border e-commerce parcels from January to November this year, with a declared value exceeding 100 million USD. During this period, the bureau supervised 582 truck trips under the SELS model, with cargo valued at 590 million CNY.
