The signing ceremony of a Letter of Intent (LoI) to establish friendly relations between Wulingyuan District in Zhangjiajie City and the Khangalassky District in the Sakha (Yakutia) Republic of Russia was held on December 9. At the same time, the Zhangjiajie Wulingyuan Scenic Area and National Forest Park Administration reached a cooperation agreement with the Lena Pillars Nature Park funded by Russia's Federal State Budgetary Institution.

The Sakha (Yakutia) Republic is located in the northeastern part of Asian Russia, bordering the Arctic Ocean to the north. Yakutsk serves as its capital. With a total area of over 3.08 million square kilometers and a population of 1 million, it is the largest administrative division in Russia and the largest provincial-level administrative region in the world. It is of extreme importance for the Russian Federation.
Though thousands of kilometers away from each other, Zhangjiajie and the Sakha (Yakutia) Republic share a common reverence for nature, commitment to ecological protection, and pursuit of sustainable development. Zhangjiajie is renowned worldwide for its "thousands of extraordinary peaks and hundreds of beautiful waters," with a number of glorious titles such as China's first national forest park, World Natural Heritage site, and Global Geopark. Similarly. The Lena Pillars Nature Park has been inscribed on the World Heritage List, celebrated globally for its magnificent columnar rocks and ancient ecological wonders.
