A press conference on Changsha's achievements during the 14th Five-Year Plan period (2021-2025) was held on November 27. Changsha's GDP grew at an average annual rate of 5.4% from 2021 to 2024. Key economic indicators such as value-added industrial output and local general public budget revenue all stood at the forefront among provincial capitals nationwide.
Over the past five years, the number of market entities in Changsha has surpassed 2 million, doubling since 2020. The city has nurtured two industrial parks with output exceeding 300 billion CNY each and added two new 100-billion-yuan industrial parks. Changsha County, Liuyang County-level City, and Ningxiang County-level City have risen to 4th, 5th, and 14th respectively in the national ranking for county-level economic and social development, while all six urban districts have made the top 100 list for high-quality development in Chinese urban districts. Changsha has become one of China's cities XL with a permanent urban population between 5 and 10 million.
Industrial upgrading has accelerated as Changsha advances its "4433" modern industrial system. The city has cultivated seven industrial clusters with annual output exceeding 100 billion CNY, three national advanced manufacturing clusters, and three national characteristic industrial clusters for small and medium-sized enterprises. Its digital economy has exceeded 500 billion CNY. Innovation capacity continues to grow. The R&D investment intensity, measured by the ratio of R&D investment to GDP, reached 3.35%, and the number of talents exceeded 3.15 million. Breakthroughs have been made in over 400 key industrial technologies, including more than 60 that are globally leading or independently controllable.
Changsha has been positioned as a central city in the middle reaches of the Yangtze River. The operating mileage of the city's metro network reached 236 kilometers, with metro lines covering six districts and one county. The number of river-crossing passages increased to 15. Building a model rural revitalization city has seen comprehensive advancement. The proportion of villages with collective economies exceeding 500,000 CNY has risen from 33% to 70%.
The ecological environment has continuously improved. The rate of excellent or good air quality increased from 84.4% to 90.2%. The rate of excellent or good water quality of the city's seven major rivers has maintained 100% for consecutive years, while forest coverage rate reached 55%, ranking among the top three provincial capitals. Changsha has been recognized as a national city of green travel and one of China's first batch of pilot cities seeking to peak carbon dioxide emissions.
During the 14th Five-Year Plan period, Changsha has accelerated the construction of a "Two Zones, One Corridor" spatial pattern for the integration of culture and technology, with the total cultural industry output surpassing 200 billion CNY. In promoting the integration of culture and tourism, the city has revitalized historic streets such as Taiping Street and Duzheng Street, reinforcing its status as a national famous historical and cultural city and maintaining its position among China's most popular tourist destinations.
Furthermore, Changsha has consistently spent over 70% of its fiscal expenditure on people's livelihoods. It has created 782,700 new urban jobs and an extra 365,100 school spots to accommodate students for basic education. Basic pension and medical insurance now cover both urban and rural populations, and life expectancy has increased from 77.88 to 80.79 years. Changsha has been selected as one of China's happiest cities for 17 consecutive years.
