The 4th Night-Economy Development Forum & the 2nd China (Changsha) New Consumption Cities Summit opened on March 30, 2024. Yang Haodong, Standing Committee member and Publicity Department director of the CPC Hunan Provincial Committee attended and announced the opening of the event. Zhou Haibing, vice governor of Hunan Province and mayor of Changsha City, and Peng Jianming, Editorial Board member and General Manager Office general manager of the China Media Group (CMG), attended and delivered speeches. Also present were Shen Yumou, director of the Hunan Provincial Department of Commerce; Changsha municipal leaders Chen Peng and Kang Zhenlin; and, Xu Fan, secretary general of the Changsha Municipal People's Government.

The two-day event focused on such topics as the development of new consumption and urban night-time economy. The aim was to thoroughly implement the spirit of President Xi Jinping's important speeches and instructions made during his inspection tours in Hunan and the spirit of a symposium on further energizing the central region in the new era.

At the opening ceremony, Chen Peng, Standing Committee member and Publicity Department director of the CPC Changsha Municipal Committee, announced Changsha's three latest findings in the new consumption sector, namely, the 2023 White Paper on China's New Consumption, the 2023 New Consumption Brand Influence List, and the Definition of New Consumption Theories and Case Deconstruction. The CMG Business Center released its first report on China's night-time economy vitality index. According to the report, the top 10 cities with the most active night-time consumption in 2023 were Chengdu, Beijing, Shanghai, Chongqing, Hangzhou, Shenzhen, Changsha, Zhengzhou, Wuhan, and Guangzhou.

In addition, Changsha's new consumption brands, including Greenery Fruit, Yeahcome, Mo Mo Dim Sum, Hey Hey Black, and Chayan Yuese were inlcuded in the recommended list by the CMG Business Center. Furthermore, twelve projects such as the China International Cocoa Industry Innovation Platform and Hunan New Oriental Cultural Travel Project were signed on the spot.
