The National Development and Reform Commission (NDRC), China's top economic planner, recently released a list of the first batch of 25 pilot cities and 10 high-tech industrial development parks that will aim to peak carbon dioxide emissions. Changsha and Xiangtan cities of Hunan Province made the list.

The construction of these pilot cities and parks is an important measure to fully implement the carbon peak action and fulfill the requirements of green and low-carbon development, and is a demonstration practice to achieve China's "dual-carbon" goals.

Changsha, provincial capital of Hunan, boasts the highest regional GDP and energy consumption, and lowest energy intensity in the province. It has been designated as a national water ecology civilization city, a national recycling economy demonstration city, a national low-carbon city, one of the first batch of national prefabricated building demonstration cities, and a key city for the construction of the national waste materials recycling system. From 2021 to 2022, its energy intensity has dropped 9.1%. Changsha will play a demonstration role among the capital cities of the provinces in central China in making active yet prudent advancement in achieving the country's carbon peaking and carbon neutrality goals.

Xiangtan is a typical old industrial city and a national demonstration city for the transformation and upgrading of old industries. It adheres to green and low-carbon development, and has been designated as a national low-carbon city, a national pilot city for climate investment and financing, a city obtained the loans from the Asian Development Bank for low-carbon project construction, and a key city for the construction of the national waste materials recycling system. Its energy intensity decreased by 10.07% from 2021 to 2022. It has achieved a 6.2% annual average growth in GDP based on a 2.4% increase in energy consumption. Xiangtan will play a demonstration role in exploring green transformation and upgrading of the traditional old industrial cities to achieve the country's carbon peaking and carbon neutrality goals.
