The second Changsha Tourism Development Conference will be held in Liuyang from October 11 to 17, with the main activities taking place from October 13 to 14.

The theme of the conference is "Happy Changsha -- Liuyang, Birthplace of Fireworks". A "1+4+10+N" activity scheme will be adopted, namely, 1 main venue, 4 sub-venues, 10 supporting activities, and several supporting cultural tourism activities.
Six main activities will be held at the main venue, namely the opening ceremony and fireworks show, an industrial development promotion conference, project observation tours, a forum on empowering rural revitalization with cultural tourism, the Changsha Cultural Tourism Leisure Consumption Festival, and a fair aimed at promoting Changsha as an international tourism destination.
The 4 sub-venues are located in east, south, west, and north Liuyang respectively. Four tourism festivals featuring Liuyang's intangible cultural heritage, red culture, field parent-child activities, and farming culture will be organized.
Ten supporting activities will be held across Changsha from September to November. They are:
--A tourism and food promotion event;
--A mass art groups' competition;
--10th Sunshine Entertainment Festival;
--2023 Changsha Summit of Urban Symphony Orchestras;
--4th Yuelu Mountain Youth Drama Festival and 1st Changsha College Student Drama Festival;
--A cultural tourism season to benefit the people;
--A series of "Come Together Along the Liuyang River and Marvel at Fireworks Every Weekend" brand activities;
--"100,000 People Touring Along the Liuyang River" serial activities;
--1st Orange Isle Youth Micro Film Competition; and, 
--2023 Changsha Azalea Art Festival.
