The Fourth Changsha Tourism Development Conference opened in Ningxiang City on September 26, with the theme of "Happy Changsha, Meet in Ningxiang." A cultural tourism resources and investment promotion conference took place simultaneously. Wu Guiying, member of the Standing Committee of the CPC Hunan Provincial Committee and secretary of the CPC Changsha Municipal Committee, announced the start of the event.

At the conference, Changsha signed agreements with the cities of Harbin, Nanchang, Wuxi, Xiangtan, Yueyang, and Zhangjiajie, while Ningxiang inked deals with Shaoshan City, Yueyang's Yueyanglou District, Zhangjiajie's Wulingyuan District, Xiangxi's Fenghuang County, and Hengyang's Hengshan County. The collaborations will focus on tourist exchange, mutual publicity and promotion, information sharing, joint industrial development, cultural and tourism exchanges, and investment matchmaking. The Changsha Travel Agency Association signed cooperation agreements with overseas tour operators, and the Changsha Inbound Tourism Promotion Alliance was officially inaugurated on site. Additionally, 12 key cultural and tourism projects were signed collectively, with a total planned investment of 2.025 billion CNY.

Gong Tiejun, deputy director of the Hunan Provincial Department of Culture and Tourism; Xie Zhongyang, deputy director of the Hunan Provincial Radio and Television Bureau; and, Changsha municipal leaders Luo Zuanji, Chen Gang, Peng Huasong, and Zou Te attended related events. Changsha Vice Mayor Zhou Zhikai delivered a speech. A spokesperson for Ningxiang gave a presentation on cultural tourism. Also in attendance were officials from relevant provincial departments and cities, representatives from sister cities and regions involved in paired-up assistance programs, representatives from business associations, leading travel agencies, major cultural and tourism enterprises, and financial institutions, and other invited guests.

Prior to the event, attendees paid field visits to Ningxiang's key cultural and tourism projects.
