On June 26, the exit-entry administration authority of the Changsha Municipal Public Security Bureau introduced eight measures to facilitate tourism development. These measures aimed to address the practical needs of inbound tourists, particularly concerning visa-related certificate applications, accommodation registration, and emergency assistance, and other aspects. They sought to support the "Hunan Inbound Tourism Year" initiative by fostering an efficient, standardized, and welcoming environment for international travel services.The new measures are as follows:1. Facilitating visa processing for foreign tourists visiting Changsha
Foreigners visiting China for short-term sightseeing trips can apply for the extension, replacement, or reissuance of visas at the exit-entry administration authority of the Changsha Municipal Public Security Bureau if they have valid reasons to extend their stay in China. Relevant supporting documents will be required for the application.2. Waiving the paper temporary accommodation registration form requirement for foreign tourists applying for visa-related certificates
Foreign tourists applying for visa-related certificates will no longer need to submit paper proof of temporary accommodation if their accommodation details can be verified through shared data systems.3. Providing temporary accommodation registration services for foreign tourists visiting Changsha
If foreign tourists applying for visa-related certificates have not yet registered their accommodation, the handling authority will first accept their application, record the missing accommodation registration information, and then forward it to the local police station for follow-up management in accordance with regulations.4. Providing expedited processing services for foreign tourists needing to exit China immediately
For foreign tourists who have lost their passports and urgently need to apply for the reissuance of a visa to exit China, applications will be processed on the same day if they provide a letter of explanation from the inviting organization and confirmed travel tickets (flight, train, or ship) with fixed dates and seats. Similarly, members of foreign tour groups requiring urgent separation from the group due to emergencies can have their applications processed on the same day with a letter from the receiving travel agency and confirmed travel tickets.5. Opening a special service window for cross-border tourism
A dedicated service window for cross-border tourism will be set up at the Exit-Entry Reception Hall of the Population and Exit-Entry Administration Division of the Changsha Municipal Public Security Bureau. The service window will offer group appointments and expedited processing services for matters such as international travel agency registration, the handling of visa-related certificates for foreign tourists, outbound group tours arranged by travel agencies, participation in cultural and tourism marketing activities organized by Changsha's cultural and tourism departments, and exit-entry document handling for enterprise personnel involved in large-scale cultural and tourism projects.6. Organizing training sessions in a regular manner
The exit-entry administration authority of the Changsha Municipal Public Security Bureau will strengthen collaboration with Changsha's cultural and tourism departments, travel agency associations, and tour guide associations to complete pre-registration for international travel agencies across the city. Regular training sessions will be conducted for travel agencies, tour guides, and hotels, along with special training sessions on safety tips for Chinese citizens traveling abroad. The authority will also release the latest entry-exit facilitation policies timely, popularize entry-exit laws and regulations, and provide interpretations of certificate application policies.7. Setting up a special nighttime service window for enterprises
Exit-entry reception halls across the city will offer nighttime certificate handling services when necessary. Additionally, a special nighttime service window for enterprises will also be opened, with dedicated staff assigned to promptly address urgent business needs of enterprises.8. Relaxing filing application conditions for cultural and tourism enterprises traveling to Hong Kong and Macao
For enterprises seeking to expand cultural and tourism marketing in Hong Kong and Macao, the conditions for filing applications to visit these regions will be relaxed. The procedures and materials required for filing and endorsement applications will be streamlined. The filing processing time will be reduced from 15 working days to 3 working days, and endorsement applications will be handled under an expedited process, reducing the processing time from 7 working days to 5 working days.
